Belgium EPR registration & PPWR representation
A clear packaging compliance route for US, UK and Chinese businesses selling into Belgium.

Who needs an EPR authorised representative?
The answer depends on where the producer is established, how packaging reaches Belgian end users and the rules applying to that route. PPWR Article 45(3) addresses certain producers established in another EU member state. For third-country businesses, including US, UK and Chinese entities, the applicable national requirements must also be checked. An EU VAT number is not proof of a local establishment.
What to prepare
- Legal company name, registered address and company registration details.
- Product categories, packaging materials and component weights.
- Sales channels, Belgian customers and annual market quantities.
- Existing registrations, scheme memberships and representation mandates.
Fees and timing: agree the scope first
Our proposal separates professional fees from scheme contributions and other third-party charges. Completion depends on the documents, mandate and relevant organisation. An application is not a guarantee of registration or marketplace acceptance.
Belgium EPR questions
Is GPSR included in EPR?
No. GPSR is separately scoped and quoted. A PPWR EPR mandate does not appoint a GPSR responsible person.
Does Fost Plus membership equal a producer-register number?
Do not treat them as interchangeable. Confirm which organisation issued the number, which entity and waste stream it covers, and the purpose for which it is requested.
Are packaging, WEEE and batteries one registration?
They are separate waste streams. A business selling electronics with batteries may need more than one compliance route.
